Why your Spanish travel insurance does not cover Ukraine (and what you need instead)

No travel policy bought in Spain covers Ukraine today, and even if it did, the State Border Guard would not accept it. These are two separate problems, and it is worth understanding both before you cross.

Problem 1: your Spanish insurer excludes Ukraine

The general conditions of almost every Spanish travel policy contain an exclusion for countries or areas the Ministry of Foreign Affairs advises against visiting. Ukraine has been on that list since 24 February 2022 with the strongest wording: "travel is not recommended under any circumstances".

That means that if you take out insurance with Mapfre, AXA, Allianz, IATI, Intermundial, Chapka or any other Spanish insurer, cover in Ukraine is voided by the very wording of the contract. The same applies to:

  • The travel insurance on your credit card (Visa Platinum, Mastercard Gold, American Express). The terms refer to the same exclusions.
  • Insurance from your employer or your mutual society, except for specific conflict-zone policies, which are rare and expensive.
  • Insurance sold by travel agencies and booking platforms.

Some insurers specialising in high-risk areas (Battleface, High Risk Voyager) do cover Ukraine, but that brings us to problem number two.

Problem 2: the border only accepts Ukrainian insurers

Article 7 of Ukraine's Insurance Law requires foreigners to present on entry a policy from an insurer licensed in Ukraine, registered with the National Bank of Ukraine. The State Border Guard applies the rule literally: the officer looks at the insurer's name on the document and checks it against the list of authorised companies.

A policy from Battleface, Allianz Global or any other foreign insurer, however good it is, is not on that list. In the best case the officer will let you buy the Ukrainian insurance from your phone in the queue; in the worst, you will be sent back to Poland.

What about the European Health Insurance Card?

It does not work. The EHIC is valid in the EU, the EEA, Switzerland and the United Kingdom. Ukraine is not part of the system and Ukrainian hospitals do not recognise it as a means of payment. Nor is there a bilateral healthcare agreement between Spain and Ukraine.

So what should I buy?

Can I carry both? Yes, and it is not a bad idea. The Ukrainian policy meets the legal requirement and pays for care in Ukraine. A Spanish policy may still cover you in Poland along the way, and some policies keep the cancellation cover even when the destination is excluded.

How is care paid for under the Ukrainian policy?

You call the 24-hour assistance number printed on the PDF. The insurer's assistance centre directs you to a hospital and arranges direct payment. In private clinics in Kyiv and Lviv the process is the same as in any other country; in public hospitals in areas near the front you may have to pay up front and claim a refund afterwards. Keep every receipt.
